-ment of procedure under Article XXIII of the Treaty of Tientsin,

I have the honour to state that in view of the practical dif-

-Ticulties which have been fully indicated by Sir John Jordan,

Sir Havilland de Sausmarez and Mr. Mansfield in effecting such

an amendment I see no advantage in putting before the Committees

of the Law Society and Chamber of Commerce the two questions

proposed by Your Honour as to its desirability.

In these circumstances I propose

to take no further action in the matter beyond what may appear

advisable after discussing with Mr. Mansfield his proposal for

a reciprocal arrangement with Canton with regard to questions of

bankruptcy.
